Appeasement in defense of the appalling

Past performance, as those financial advertisements reliably claim, does not indicate future results, but the Biden administration’s record on prognosticating what Russia may do in Ukraine has, very unfortunately, been pretty good. A little over a month ago, Julia Ioffe noted that

Over the last few weeks, the Biden administration has made a number of intelligence disclosures, aiming to preempt, expose, or disrupt various Russian plans. By Friday [February 18], it was clear that almost all of them have checked out.[1]


Now, saying Vladimir Putin’s “back is against the wall,” and against a backdrop of increasing and intensifying Russian atrocities, with yet more still threatened,[2] Joe Biden is forecasting that Russia may deploy chemical weapons and there is wide recognition of a pattern where Putin accuses Ukraine or somebody else of doing—in this case, using biological and chemical weapons[3]—what he, himself, is about to do.

I have been asking, since nearly the beginning of March, where Putin stops.[4] I have also observed that

The failure of economic sanctions and diplomatic pressure to alter Putin’s behavior[5] combine with the North Atlantic Treaty Organization’s desperate attempt to avoid a likely nuclear World War III[6] to reinforce Putin’s view of the West as weak.[7]

Now, the question, inescapably, as negotiations to end the invasion appear to be a farce,[8] the West’s sanctions and pressure continue to fail to dissuade Putin,[9] and we are witness to all these crimes against humanity,[10] at what point do we recognize that passivity translates to complicity, and then, at what point does the West recognize that passivity translates to complicity? At what point does the West recognize that its response so far really amounts to appeasement and that this appeasement to contain Putin’s ambition is all but certain to fail?[11]

Volodymyr Zelensky has repeatedly warned that the war in Ukraine is the beginning of World War III.[12] I do not know his logic. I see my own.[13] My conclusion is the same: This war is not merely existential for Ukraine, but as well for the West.

This is, without doubt, a terrifying point, a point that risks nuclear war.[14] But a failure to effectively contain Putin, who interprets Western hesitation as weakness,[15] brings us back to an old question last asked in the 1960s and early 1970s: Would you rather be ‘red’ than dead?

The question in the Cold War was largely about the defense of a political and economic system called ‘capitalist democracy,’ but really constitutional oligarchy,[16] taken as ‘good,’ in a false dichotomy with another political and economic system, called ‘communism,’ but really authoritarian socialism, taken as ‘evil.’ Western politicians took the fall of the Berlin Wall and the end of the Cold War as affirmation for what they call ‘capitalist democracy,’[17] a triumph of ‘good’ over ‘evil,’ even as this system was then, and always has been, morally appalling. As we conflate authoritarian socialism with other forms of socialism, this question certainly remains.

The notion, which underlay that affirmation, was that a choice existed exclusively between so-called but not really ‘communism’ and so-called but not really ‘democracy’ with no other options. Now, logically, we are presented with a similar choice, between Putin-style authoritarianism, taken as ‘evil,’ and the West’s mere pretense of ‘freedom’ and ‘democracy,’ taken as ‘good.’ When we add the present choices to the previous choices, it should be, as if it weren’t already, clear that these dichotomies are false, self-serving, and abysmal.

I would certainly hate to be the one to attempt to argue for Putin’s preferred answer to the present dichotomy. In their portrayal of Russia as innocent against an alleged North Atlantic Treaty Organization encircling of Russia, so-called ‘tankies’ do this without saying so, because they are convinced of the West’s penultimate evil.[18] They thus expose themselves as the hypocritical imperialists they are.[19] I doubt I could even do this. I can, on the other hand, reasonably argue that the status quo in the West, morally abysmal as it is, is preferable to what Putin offers.

Then, returning to the formulation of the 1960s and early 1970s, would I prefer to be dead than to live with Putin-style authoritarianism? With the latter, I’m pretty sure I’d sooner or later be dead anyway, and I do not mean by natural causes. I suspect this will be the case for many.

Of course, it will not be our choice. The decision to go to war remains with those who now choose to appease, perhaps because for them, Putin’s answer isn’t really all that awful.[20]
